Fan tearing Shroud

I see no way that the fan can be 2 1/2 inches off center and not have something visually noticeable. Is the only thing holding it on the belts? Loosen the belts and check the water pump.

Worn out fan clutch perhaps?

My fan on my 1970 SX is banging on the bottom of the shroud and has torn about 18 inch of it to pieces.

I have checked the motor mounts and the frame mounts and they seem ok. the fan seems to be about 2 1/2 inches to low.

Any suggestions as to what to check next or why this may be happening?
