Your best bet may be to buy a used wheel from Ebay just to get that part. There are always some cheap cracked ones for sale that may have the innards that you need.

Does anyone know where I can get a horn contact ring for a standard steering wheel. This is the ring-shaped piece that the horn wire inside the steering wheel connects to. Thanks.
